The Free City of Shimeji, the new trade capital

A few years back, the Shimeji Shogun passed without an heir but before the country fractured back into warring states, the powers of Drugoyvia established a provisional government keen on opening free trade and commerce, much to the delight of many a daimyo who had been pushing for an end to the closed country for years. When the rain cleared to give way to a good and clear day, representatives from the Republic of Fanhorim-Dûr (Botany Guild Master Eravin Regren), the Sultanate of Ibesh (Emir Imadh) and the Khrom-Vestrian Dual Monarchy (Yagsaloy Bemka and First Prince Joseph), with a Rokkarian aide (Shortycus), assembled outside the Shimeji Shiro to begin the first order of business as part of the Council of the Free City of Shimeji. The congregation toured the island and prepared a city layout from the discussions and observations they made. Ongoing indigenous building projects would continue as planned, two harbours would open and the participating powers would open embassies in the heart of Shimeji. Council resolutions would be passed by majority vote - three out of four and certain weighty decisions, like adding veto powers would require unanimous vote. The Kingdom of Lennoxton and the Dawi Clan of Gotrex were considered as potential participants in the economic zone but would not be admitted until they developed sufficiently in the eyes of the Drugoyvian powers.
